I have a English Bulldog and I need help??

I have a english bulldog she is 7 months old and I have her trained to go on puppy pads... Well all of a sudden she is not taking her puppy pads and balling them up then goes and pottys on the pad holder... I have wiped her and punished her but she keeps on doing it. I dont know what to do. I dont want to get ride of her but I am about to go crazy!!! What do I do??
First thing I have taken her to training classes and I am donig to right thing. I love my dog and its not like I am wiping her hard or hurting her. Its running her nose by her mistake and letting her know its wrong... Second thing where I live this muddy and I dont want her to go out because she will be going in so much mud.... That is why she is on the potty pads...
If I were to stop the potty pads do you think she will catch on? Being that she has been trained like that? She weighs 38 pounds.... not bigger! she is still a puppy...

why can't she go outside? at 7 months she should be able to hold it for 4 hours or so - work on outside potty training.
